I enclose for your information a copy of a circular letter issued by the Ministry to its Representatives abroad on the subject of the disposal of surplus tugs.

It is appreciated that so far as Hong Kong is concerned the arrangements set out in the circular do not involve any change in the present procedure and the letter is largely a matter for record.

The Ministry is nevertheless anxious to wind up its disposal machinery as early as possible and for that reason, would be glad to receive as soon as practicable the final decision of the Government of Hong Kong regarding the permanent retention or otherwise of the vessels and craft of Ministry procurement listed with your letter of 27th March, 1947, as well as an indication whether the matter will be handled directly with the Ministry or through the Colonial Office. The latest news on this subject is contained in your H.M. 96.

Apart from the craft in the Hong Kong Government list, the tugs "EMPIRE ROGER". "EMPIRE HILDA". "ROCKMOUNT" and TANAC 172 appear to be the only vessels available, or to become available, for disposal, but your confirmation on this point would be appreciated.
